Strange...

I had Omega's Radeon drivers installed that were based off Catalyst 3.9 before 3.10 came out. I used the DriverCleaner that comes with Omega to uninstall them, but it screwed something up. I restarted, and then all the textures became messed up, the color was all strange, and it was blurry. I thought this might be because I didn't have any drivers installed so I managed to install the new ones somehow through the problem. I restarted, and everything was still all messed up. I did a complete wipe on my HD, low level in fact, and reinstalled everything. All the textures were STILL messed up in BIOS and when Windows came up until I went and downloaded the Catalyst 3.10 drivers from ATi. Now it seems that everything is fine again, but when I click Shut Down from the Start menu, my computer only restarts. This problem is usually do to driver problems so I was wondering what's wrong?
