HIS Radeon HD 3650 driver problem..
Heloo,
I have a HIS Raeon HD 3650 AGP.
After i install the driver (hotfix) from ati's website, after reboot, where is showed Windows XP and the loading bar i get a black screen. Installed Omega drivers and the same results...What to do ?? My cousin bought the card from newegg.com as a gift for me (I live in Moldova)
Is there a way to fix it ??...

Welcome.
Sorry it took so long to reply but I had trouble viewing your system specs.
Here's a link to check out for your Motherboard. This could very well be a motherboard driver problem in combination with the HD3850.

i read the MB's manual about 5-6 times...It supports AGP4x. AGP version is 2.0. The MBs specs are:

That's why I posted the link to EPoX. Try updating the motherboard/chipset drivers and update the BIOS. See if that helps.

You can get the Intel Chipset Drivers for the 845 Chipset directly from Intel....

damn...I updated BIOS and windows is not booting.. it shows me some wierd symbols...what to do ?..
EDIT:
I FIXED !! i updated the BIOS reinstalled Windows XP, installed MBs Chipset driver and then the AGP HOTFIX from ati and it is WORKING

You're very welcome. Hope you enjoy your games now.
Now, here's one more small bit of advice: "If it ain't broke, don't try to fix it."  In other words, now that it's working, don't bother trying to use updated drivers. It might just cause more problems than it's worth.

NFS pro street is running at the lowest graphic quality, and is running with 8-15 fps.

Considering that the following is the System Requirements for the game:
OS: Windows XP/Vista
CPU: 2.8 GHz or higher (Windows Vista requires 3.0 GHz)

.....I'd say your performance is about right. Your CPU is the biggest culprit in your system. It just can't handle the requirements.
And, Gamespot's Review has this to say:
"Doesn't run well unless most visual options are turned down or off"
So, your system is quite out-dated and it's no surprise it's struggling with this game.
I actually downloaded a demo for the game and, during installation, it requested I insert the game CD. So, I chucked it.
EDIT/UPDATE: I found another download link for the demo and just played through the initial race...which I won handily.
Settings at 1280x1024, 85Hz, World Details and such at least Medium. 4x AA, etc. Not one hiccup during the race. So, I have to say my previous assessment was spot on. Your CPU and system is quite outdated and doesn't meet the Sys. Req. for the game.
FPS were averaging around 38-42

thanks for reply...I have a Pentium 4 1,5ghz @ 2,10ghz...
one more question:
If my motherboard supports Pentium 4 2,0ghz and I put in the CPU socket a Pentium 4 3,0ghz, will the computer run ? I am asking beacause i have bought Intel Pentium 4 3.00GHZ and when I put in the computer's MB, I turn the computer on and wierd sound i hear from it...is this normal ?

I assume your Pentium 4 3.0 is the same architecture as the original P4. Did you apply thermal compound/paste during the installation of the new one?
With the BIOS update you got, are you sure that the motherboard supports the new CPU? Depending on the differences, it could be a matter of voltage regulation that needs to be adjusted for the newer one.
But, the 'weird sound' you mention: How is it 'weird'?

I can't get down the Voltage for cpu in BIOS. All i can get down is -0.100V...Is there a other way to get this CPU working on my old motherboard ?...I can't send back the cpu to newegg.com beacause i'm from Europe, Moldova..

damn...I'll have to stay on the old CPU, anyway i play race driver: Grid on 800x600 all on medium AAx2 and i get 13-20 fps...it is good for my old CPU  ..and i played FIFA 09...all graphics on HIGH, 1024x768(maximum resolution for my monitor), and i got 20-45 fps !! I'll test and Assassin's Creed, Crysis(NOT Warhead), COD4 and i'll see the result..

tried assassin's creed and i get 10-15 fps with all texture to minimum  640x480, COD4 20-30FPS all on medium resolution 800x600 AAx4, Crysis 15-25 fps 800x600 all on minimum AAx0.
