vice city problems under 8500LE

i am having major major framerate problems running vice city, gta 3 ran fine so i'm not sure what the problem is

any tips for getting better performance on a ati radeon 8500LE? its basically unplayable. i am running cat 3.2, latest directx, i've tried setting the draw distance to max-min, frame rate limiter on-off, running different resolutions, i'm going nuts here. my system is as follows:

AMD Athlon XP 1700+ Retail OC'D to 1560MHZ
MSI KT3 Ultra2-R VIA KT333, ATA-133 RAID, USB 2.0
512MB KingMax PC-2700 DDR333 SDRAM
Sapphire ATI Radeon 8500LE 64MB DDR 275 MHz (dual display)
Acer 77c 17" Monitor
Antec SX-635 Mark-II w/ 350W PSU
Sound Blaster Live! X-Gamer 5.1
IBM Deskstar 75GXP 45GB
Sony 52X CD-ROM
LiteOn 48x12x48 CD-RW 40125S
Microsoft® Windows® XP Professional Edition W/SP1

vice city problems under 8500LE

well the intro movie plays just fine, i hop in the car and it drives fine for 2 seconds then starts skipping frames like crazy, its almost like stop motion, the audio skips badly as well, every 2 minutes or so it goes turbo speed for a few seconds then goes back to skipping again

Don't give up. I have an 8500LE 128mb by Hercules and I played GTA3 through all the way, after the patch and all the other tweaks. I am sure Vice City will fllow the same trend, there will be all types of workarounds to make it playable. VC runs alright for me, I have had to lower the resolution to 800x600 and still it slows way down whenever there is a lot of action. I had plenty of time to plan my moves while stealing the tank. It sucks, but I think 8500LE users should no have to worry....
