Performance issues with Halflife/Mods

I get very poor framerates when playing Halflife mods using ATI 9700 with the latest Cat 3.2 drivers. Its like 45 FPS when the battle is heavy on open areas and i used to get better fps with my old Geforce pro in such situations. but this is not the case with other games..i get great framerates with quake 3 (125 fps constant) etc. I did a clean install of the drivers, i dont run any background applications, i disabled v sync and lowered the quality of the graphics( aa, fsaa etc) from the control panel, lowered hardware acceleration by 1 notch...basically did all the 'common sense things' one should do to trouble shoot but the performance is still bad.

Many might wonder why a FPS of 45 is bad? Try shifting your mouse and you will see the jerky frames which might not be discerned when its kept still. This is not a good condition for fragging . FPS of 99 is the way to go.

The HL mod which i usually play is Team Fortress Classic. Having forked out so much for this card, i certainly wish to make use of the full potential of this card for the game.

Can the Catalyst Maker give me some suggestions?

PS. im using a AMD athlon 1.4 with 512 mb ram.
