omega 3.8 Extend proble

Im new here so sorry if Im going abouts this all wrong. I've used Ati license drivers for a while and changed to omega the last year and love it (very stable). First issue with the Omega is that I cannot extend my primary monitor "windows toolbar" to extend to the secondary monitor. I want Windows to extend onto the secondary monitor (not clone). I use to have the windows toolbar run from primary monitor to the secondary as if it was acting like a widescreen. I tried many ways and still no luck with finding the right setting, I believe i tried everything possible.
Second I use winamp and id like to know if theres a way to have the visual effects to work on both monitors and not just the primary. I cant seem to engage or find the setting, but I was able to get it to work woth the ati license software. Are these setting disabled in the OMEGAs?
