You may have some setting in Windows File Protection that's keeping that file from installing correctly. There's a box in the DXDIAG screen that you may need to uncheck. Clear the box that says, "Check for WHQL digital signatures."
Here's what I would do to correct a problem like you're having now:
1. Uninstall the current Omegadrivers you have installed using the Unintall option from Start/Programs/Radeon Omega Drivers [version]/Uninstall Omega drivers setup files and tools. Be sure to uninstall everything.
2. Reboot as prompted.
3. Upon reboot, let Windows redetect your video card and install the Native (VGA) compatible drivers.
4. Now, proceed to install the OFFICIAL ATI drivers but DO NOT install the Catalyst Control Center! Use the Custom option and make sure the CCC is NOT selected.
5. Reboot as prompted.
6. Upon reboot, check that the card's hardware acceleration is now working. If it it, proceed to the next step.
7. WITHOUT uninstalling the ATI OFFICIAL drivers, INSTALL the Omegadrivers OVER THE TOP of the existing OFFICIAL drivers and ALWAYS answer YES to overwrite files. This is VERY IMPORTANT! You want the Omegadrivers to install and overwrite every single instance that pops up with a warning. Sometimes this can be two files, sometimes a dozen or more.
8. Once this installation is completed, reboot as prompted.
9. Upon getting back into Windows, check the card's performance again.

P.S. Yes, I know there are many, many people who will recommend to use DriverCleaner, or some such app, BUT, I've done it this way....it's OMEGA'S way....for years. You DO NOT have to uninstall previous ATI OFFICIAL Drivers to properly install Omega's drivers. Just be sure there is no CCC and no previous ATI Control Panel.
