Can you NOT alow code to restart yer system?

Is there anything in the registry or any program that makes it so that the only way that you can ither turn off your computer or restart, that YOU HAVE TO DO IT?

I dont care if it makes it so that I cant do it with the mouse or keyboard, I just got to many programs that think they know what is best and it drives me nuts when the only option a box is giveing me is 'TURN OFF'.

It was Internet download manager, it only gave me a option to restart. It just drives me nuts that it doesnt think that i am capable of restarting the computer.

System Specs

yea I've tried CTL+ALT+DEL with some things and would you know it when
you kill the process the system reboots ! God I hate prohgram that
requre a reboot even though 99.999% of the time there is no reboot needed,
you can even open and use the freaking program before you rebot. Just some
retardshavn't figured out wer not useing windows 95/98 anymore. NT5/5.1 rarely
needs a reboot, little lone just for such things

actually, you can enable the "ShutdownReasonUI" (Windows XP Professional) by modifying its value data to 1 (from zero)
this value is located at "HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Re liability".
this causes the 'Shutdown Event Tracker' dialog to show up at every time you want to shutdown. but, i doubt that this can prevent program from forcing restarts. i think, the shutdown.exe (Windows Remote Shutdown Tool) would still work without reason been given to it anyway.
