Cant Open up Addon Manager in IE

I am not sure how long I have had this problem, but it couldnt be more than maybe 2 weeks. I open up "manage addons" for IE, and nothing whatsoever comes up, but everything else in IE works. I tried accessing it various ways, and the same thing. I ran spyware/virus scans, resetting IE to default settings, and reinstalling IE. I have tried to look around on the net, but have been coming up pretty much empty. I am trying to find out what dll or cpl file controls this. I have another harddrive and compared the cpl files in system32 and all the files in the IE folder, and everything matched up there. I think that I have a missing or corrupted dll, but I have no idea which one or how to find out really. If anyone can help me out, that would be great.
