Cant access Internet Options in IE

I had IE 7 beta installed and went back to IE6, and now i cant access my internet options. i get the error

"This operation has been cancelled due to restrictions in effect on this computer. Please contact your local administrator."

I tried reinstalling IE6 and it reinstalled ok, but it did not fix the error. I am logged on as administrator so that isnt the problem. I never really messed w/ security policies so I am not sure where to begin?

This is often the after-effect of spyware or other Internet nasty. To fix it, you may have to boot into Safe mode and log on as the Administrator if you're running Windows XP Home. XP Pro users can access the tweak from within Windows itself. Browse to the System32 directory inside your Windows folder, right-click inetcpl.cpl and choose Properties -> Security tab. Go through each group making sure that the Deny box hasn't been ticked where it shouldn't be. Click OK, reboot if necessary and test your settings.

Thanks, what happened was IE7 installed its own versionm and even when I reinstalled IE6 that file was not overwritten for some reason. I had the same problem w/ the iesetup.dll. I deleted the inetcpl.cpl file and ran the installer for IE6 again and this time it worked.
