If you're new at this I highly recommend you don't flash your video card. However, most newer motherboards have software that will let you flash the board in windows. What is your motherboard's manufacture & model?

I'm at work right now, and just got back from lunch. I can do more research on this for you, but I need to get back to work. However, I'm sure some one else will help in the mean time.

Use the Intel® Express BIOS Update if you are running Windows* 98SE, Windows* ME, Windows* 2000, or Windows* XP. An executable file runs a Windows InstallShield* program which automatically updates the BIOS.

It's just another way to do the same thing. My Gigabyte MB requires me to Flash the Bios to update it. I guess with your you just have a different option is all. Same thing just a different name and a different way fo doing the same thing. To Flash you also need to go into setup during POST, but you Express Bios seems like it runs in Windows.
