event log fix doesnt work

hi! I get this "The event log file is corrupt" message, when accessing sytem events log in EventViewer. Tried to disable the service and terminate every other runing services, but still, when I try to delete the event log file, it denies announcing, that file is used by another person or program. tried in safe mode - the same. It isnt marked as system or readonly file. And I dont have a clue what else could I do.

another problem I have with system is, that every time I restart computer, system runs chkdsk on one of partitions, no errors are found, still again every time it runs again - really annoying to hit a keybord every time to cancel it
