Strangest problem ive ever run in to

Well, about the time catalyst 5.1's came out i started having a extreemly strange problem. Randomly, when i went to change my resolution or anything with my monitors, the CCC or Display Properties would tell me i didnt have Administrative powers to do so. And it was usualy after playing a 3d game. Odd. I figured it was just Cat 5.1's so i went to install Cat 4.11s. For awhile it seemed it was fixed. I was completely wrong.

So at this point, i had no idea what was going on. So i figured it was windows just being windows so i figured it would be easier to just reinstall windows then try to track down the problem, because i didnt even know where to start looking. After the reinstall, i installed the following(list is accualy longer, but the other things dont matter as far as i know):

All Windows updates
newest Nforce Drivers
Cat 4.11s
Steam
FFXI
Exeem Lite
Microsoft antispyware
DefilerPak( a codec pack)

After awhile... the problem comes back again! Now i realise it has to be something i installed to trigger this. The only things that i recently installed when the problem first started were:

any steam updates
any windows updates
exeem lite
microsoft antispyware
Defilerpak

So... i uninstalled Microsoft antispyware and exeem lite and the problem hasnt happened again yet, but it has only been about 12 hours since i uninstalled them. Has anyone else ran in to a problem like this? If the problem ends up comming back i really am out of ideas now.

EDIT:
A friend of mine was having the same problem as i was after 3d gaming.. completely different system set up as me.. and as soon as he uninstalled Exeem lite... problem solved.... draw your own conclusions

I'd have to say exeem is the problem
I don't have that program installed so I can't confirm it.
