by checking those running Processes in the built-in Task Manager you cannot tell whether or not the Themes service is stopped or disabled.
the Themes service is registered under one of the process named "svchost.exe".
the process name svchost.exe is a system process belonging to the Windows OS which handles processes executed from DLLs. more than one Service can be registered under this process.
When changing the Windows Services's Status (started or stopped) and Startup type (disabled or manual or automatic) You should consider using the Services applet,
while you're in the applet you can/will learn a thing or two about Windows Services. just be careful when messing around in the applet and not to disable or to stop any service that you're not sure nor don't know about it.
