outlook 2003

I use outlook, not to be confused with outlook express Please, for my email client and I also use a automatic billing program and every time my billing program try's to send a automatic bill reminder outlook tells me a program is trying to access the internet and it stops there untill I authorize it and my question is how do I set it so outlook just lets it send with no question asked?

System Specs

I use outlook 2003, but I don't have any automatic programs that try to send email, I'd try lowering the security zone in outlook and also in internet explorer just to see if it makes a difference, I've looked over the options and can't see anything specific with regards to this, sorry.
