OS is reporting AGP is X2!

I am frustrated with this to the extreme. After installing Evolution's new drivers (actually, happened with Forceware and Omega's too), my display properties report that my card (6800GT), my mobo (Asus P4P800 Deluxe) are both X2, but Windows XP SP2 is at X2.

Firstly, is this locking the card to that speed, and secondly, how do I fix it?

Have you checked the AGP Settings in the BIOS

My bros GT is the same way. It shows 8x for everything but the OS which is at 2x But every utility I have used to check it shows it at 8x though(like powerstrip and cpu-z).
