Let me try to explain this one last time:
"directx.cpl" is NOT part of the normal DX files, it is a DEVELOPERS file used to debug Dx, but at the same time is a handy Control Panel tool that can enable/disable/help resolve Dx problems.
In fact, if you re-install Dx, it will delete this file. The file is included in my Omega Drivers, and that one is the latest version I could find, but since it is a developer file, it will be FOREVER a debug version.
This file doesn't affect speed or performance in ANY way, is just a tool (go to the windows CP and you will see it).
