You posted in the wrong forum. This forum is for people using the kX Audio Drivers...
In any case, I do not know a lot about it, but I think it is a part of 64 bit Windows, that allows you to run 32 bit applications on those OS's. As it is part of the OS, I am not sure how you would get it for free (seperate from the OS), or what good it would do you to do so, if you do not have 64 bit Windows (which comes with it anyway).
