does disk usage affect download speed?

i supposedly have 4Mbit cable, but while running 3 downloads at 70KB/s, 100KB/s and 80KB/s respectively i started to notice that general browsing and even general system performance seemed a little more sluggish... I have a 7200rpm 160gb Hitachi HDD, and was wondering if having simultaneous downloads going (and the disk operations that go with them) could decrease browsing/system performance even if I am within my bandwidth...

I also have an a64 3200+ and 1gig of RAM...

Yes it does, since hd's have only one read/write head for each plate so if you have multiple disk operations it will slow the disk down...
