Stuck at Blue screen boot up "WINDOWS" HELP!

hey guys, right now i am using safe mode because as you can see, im always getting stuck at the boot screen where it says welcome etc.
ive tried to system restore through safe mode, but says it cannot revert back beacuse there are no changes.. .
Tried reverting to last known good configuration. . that didnt work either. .
This is not BSOD btw.. .

System Specs

Tried opening msconfig in safemode (click run, type "msconfig", hit enter), and unchecking everything under the startup tab?

Not as a permanent solution, as it will disable any firewall, anti-virus, etc., but you can disconnect from your network first if you're worried. If it does boot up, then you can start selectively re-enabling start-up programs to isolate the problem.

yea, that's the first thing I'd try...also run a FULL virus and spyware scan in safe mode, and defrag your MFT and page file
