Dots around the icons

Hello.

Yesterday I saw that when I select an icon it is surrounded by dots. They hadn't appeared before yesterday. How can I remove them? It's very annoying

It didn't help me, but thank you. As I couldn't fix it I preinstalled Vista and it's ok. I hope I don't see these dots anymore.
