Can't install or run CCC

When I updated to 7.8 cats the install failed on the CCC portion now I can't install any version and get it to work. I also can't launch CCC.

Event viewer install error:

I've tried uninstalling and cleaning drivers in various ways, various older versions and 7.9 betas. Running Vista Ultimate X64.
Permissions are properly set on that registry key. And I've tried installing .net 1.1 and 2.0 to no avail.
