Visual Basic and Unicode

Can programs written in Visual Basic be designed such that they can read and write Unicode Files?

after a quick google, it seems that vb can SORT OF do unicode , but it basically stinks at it. Even though the apps i develop are for internal use, my being anal about compatibility issues makes me use nvarchar variables rather than just varchars. good luck.
