I cant get snap to guides to work in photoshop

I am trying to create this simple image in a photoshop book (its a wheel w/ spokes) using the elipse tool. It says to create a new image 1000x1000 i did that, then it says to place a guide at 500 horizontal and 500 vertical I did that. Then to choose the elipse tool and , set shape layer, and foreground to black. I have snap enabled and snap to only set to guides. Then it says to click on the intersection of the guides and drag to create the elipse and it should snap to the guides. However as soon as i release the mouse button thats where the elipse stays. I tried starting from different points and no luck. I know I could position it manually, but thats not the point. I cant figure out why the snapping isnt working. I have 2 seperate photoshop books and they dont go into much detail about using "snap to" they make it seem like its easy to use. Makes me feel stooopid.
