Question about Web OS vs Webtops

These seem like similar technologies and terms that are often used incorrectly. I'm really confused as to the difference between these two terms and even Wikipedia isn't giving me a general synopsis. Can anyone explain the two and their differences between each other?

A web OS is generally described as an OS based around a web browser something like google's new Chrome OS which basically is a virtual machine that is on the internet and can be accessed from anywhere. In addition to that it allows seamless resource usage for web application development utilizing remote and static sources. A webtop is more like a web-based application that groups many different things like simulated office programs and RSS feeds social networking etc all into the browser. At least thats the best way I can describe it. There is a fine line between the two I'll give you that.
