So the cash-cow stoped, and a new has to be invinted. War on terror seems to be a great sucessor, since anyone can be labeled as terrorist and when the faith in terrorists will drain in peoples in time, a quick "terrorists" attack make them remember that "terrorists" are a death threat and we must fight the war with them
