exclamation stupid voltage

I got my Tually Celery 1300 @ 1560 but anything higher than that is unstable. I know it must be voltage my temp are excelent 19c idle and 22c load and i have everything cooled well (ram northbridge southbridge etc.) pci is at 38mhz not sure about agp the problem is my bios does support uncreasing voltage. I have already pin wrapped my celery from 1.5 to 1.56 does anyone know of any pin wrapping guides that will help me more or a good tualatin mobo for overclocking?

System Specs

Your pci/agp bus is starting to run in the red zone. I don't think you'll get more out of it without a PCI lock
