Rebooting problem

A few months ago i got an amd 4200x2 when it wouldnt OC to 2.5ghz i replaced it with a 4000+ , well i finally found out why and disabled my USB legacy support (lol) the 4200x2 will clock to 2.5 like i want it to and run perfectly stable.

The problem is I can't reset/resart my pc through windows or my reset button. I have to power it down then power it back up. Does anybody know what could be causing this? Any help would be much appreciated.

System Specs

If the reset button doesn't work its because it isn't plugged into the mobo on the correct pins (and could be damaging something if you keep pressing it). If it doesn't work in Windows then.... I have no idea why that is, I can only reccomend checking that all your devices are installed correctly so APM can sucessfully sleep them (that applies to standby more than rebooting though)
