If you made enough changes to your system that WinXP would think it is a new system then count it as such.
Adding a video card alone would not count as a new system.
I hope we get enough voting here to actually see the trends.
This one might even be nice as a sticky?

my CPU/mobo are 26 months old (2year2month). I have older and newer parts, but the CPU/mobo is what I'd count.
and yes, I know that's pretty old by most of your standards

As long as you feel your upgrades have made your system "new" then sure, works for me no matter what the upgrade is.
Even the video card upgrade could count for this if the system difference was major enough you 'felt' like you now have a new system.
Im easy. Just use your own judgement.

I'm geeky enough to give my computer a revision number. currently ver 2.85, it will become 3.0 when I finally upgrade the CPU/mobo.

Our main PC hasn't been updated for awhile. It's been about 8-10 months.
Our main PC:
NF7-S rev2
AthlonXP 3000 (Barton)
1gig PC3200 RAM
Audigy Platinum
BBA Radeon 8500DV
21" CRT monitor
about a half a terrabyte of harddrive.
...a whole slew of printers, scanners and VCR's and other stuff.....
It's due to get a video card upgrade REAL SOON. It will be a 9800 AIW. Should happen within a month.
My bro has been considering upping the CPU to a 3200 to get the FSB up on it, and the 3000 will be handed down to me. Of course, I'd have to upgrade my motherboard to go to that CPU, no big thing. I think I could sport the cash to get a new motherboard when I'd be getting a free CPU upgrade.
