I like CrushFTP; it's an all-Java app. and you can use it free for an unlimited time; you just can't save settings until you pay.
{Edit: Opps! I just realized you are probably asking about FTP CLIENTS-- CrushFTP is an FTP server!  For a client I use CuteFTP.}

I like it. Simple, no-frills, & free; what more could you ask for?
I use the older version just 'cause I'm lazy, but you can find the latest here and it's only 500Kb.

Leech FTP all the way! I used SmartFTP and it didn't always work properly. I used WS_FTP, but it was slow as molasses (I have no idea why  ). FlashFXP is just plain crap (costs money and isn't superior to other programs). I tried bulletproof ftp and loved it, but it costs money  . I've never tried ftp commander or filezilla or crushftp. LeechFTP always worked in every situation and had every feature I wanted (and the resumed downloads are very useful  )
