Further investigation led agents to a West Hollywood apartment where they found the stash of yellowing and wrinkled one billion dollar bills with an issue date of 1934 and bearing a picture of President Grover Cleveland.
"You would think the $1 billion denomination would be a giveaway that these notes are fake, but some people are still taken in," said James Todak, a secret services agent involved in the probe.

I thought there was a single printing of a Billion dollar bill at some point in history?
It was a commemorative thing in between the US and some other country. Or was it a Million? Hmm.

What wouldn't they try!
A little off topic, but you may want to take a look at a real bill (no longer in use).

Such Bill's exist, they're just not in circulation.
The Bank of England has £1million banknotes.
Why? Because notes issued by other banks such as the Bank of Scotland or Northern Ireland issue there own notes of Sterling, and so these banks must hold the equilvent amount in BofE notes, so instead of holding millions and millions of £50 notes, special £1m notes are produced and held by the banks. Now this is in the Uk, and may or not be relevent to the US, i don't kno how your banking system operates. But it's certainly feasible.
Anyways didn't Mr. Burns have one of those?
