Problems with performance!

Hi

I've been having this problem for awhile now. I only get about 4000 points in 3dmark 06 and most games run on very low fps. The resulotion in 3dmark doesn't affect the final points. I get the same low fps even on 320x200. The new Colin mcrae dirt for example runs 10 fps no matter what the resolution or detail of the graphics. I have all the newest drivers and it doesn't look like this is a hardware problem. So what to do. I really need help here.

C2D E6700
Asus p5b deluxe
asus en8800gtx
2 gb corsair 800mhz
terratec aureon 7.1 universe soundcard
2x500gb seagate
200gb seagate
nexus 500w
