System Latency

I just wanted to know if anyone has come across system latency with their machines. My brother use to run macro programs quite a bit on my machine, and Im not too sure if the "RAM is drained".. if this is possible. Sometimes my computer will lag for a second or so.. and it's NOT normal. I am running Windows ME once again.. as 128mb's of ram and server 2003 don't cut it for me, and my business venture has stopped, and I dont need to run that OS anymore really... I have the latest BIOS update on my pc (Which is 99 but, they stopped making stuff for my board AGES ago)

Its a VIA Apollo MVP4 chipset, and a LuckyTech mainboard.. DAMN that sounds dodgy There is very limited information on my board, but lots on other's like it.. but I do not know what to do to fix the problem. I have a Yamaha sound card with a RIVA TnT video card, and a VIA 4 port USB (Heh, its five port, i use the internal one too! Save 20%!) So nothing 'should' be sapping system resources as much as everything being onboard. I noticed speed increase when i got the video card.. but it still happens. I have tried with fresh installs of windows me, and install of server 2003... redhat9 i cannot tell as my computer lags just as much with 128mb's of ram.. Im thinking this is a memory issue.. as redhat runs smooth.. very smooth.. laggy, but smooth. But i like the features and programs.. and games >_< on windows.

System Specs

I remember a program called VLatency that was supposed to help with a problem in communications between VIA chipsets and the PCI buss. You can read about it here:

It may help...

Windows ME is not a very good OS to be runnimg either - 98se is better for most things and is definitely more stable...

It could be a bios setting... i'd check to ensure that:

delayed transaction - enabled
peer concurrency - enabled
passive release - enabled

Any sort of video bios/system bios caching or shadowing should be disabled. You may not have all of those settings, i'm just going by what's available on my old pentium mmx system.. which runs win98se with 32mb ram and doesn't lag (well only when it's using the pagefile heavily of course )
