Ouch, you've gone through the basics...
You could have a problem on the mainboard with USB voltage or signal routing (possible short - causing overcurrent message...) I'd get the case open, have the mainboard manual handy for the pinout designations on the USB header on the mainboard as reference. Here's an example... FRONTX - How to Install Internal Port to Motherboard Header (Pinouts) With a meter and all USB devices disconnected (including mouse and keyboard...) and the system on, carefully measure the 5v line to ground using the pins on the header - be very careful not to slip with the meter probes and short pins together! Check if the 5volts is there with all USB devices disconnected with your minimal configuration setup. If the 5volts DC is missing, check the 5v on the PSU power connector on the mainboard power connector. If missing on the USB header and present on the PSU mainboard connector, then the mainboard likely is the problem.

Lucky! - bad USB header cables can fry something, and the insane variety of pinouts used doesn't help.
