Help Getting PS 1.1 running

Im trying to use XNA Game studio to develop games however every time I go to run the game it gives me an error. I ran the requirement checker and it doesnt detect a video card, because of such pixel shader 1.1 fails. I installed ATI 8.4 driver using the MM tool but it still doesn't detect it. Can anyone help?

I unistalled ATI and redid it using version 6.11 It detects the card now but says pixel shader is 0.00, anyone know how i can fix this, I can't buy a new graphics card I have a laptop.
