Extreme Problem with RM-9000/9100 IGP

I have had a HP Laptop model zv5030us for about 6 months and I was fine until I played a few games and everything was acting like I had crappy video drivers (which I do).
Anyways, like everyone else, I couldn't install the ATI drivers so I tried both the modtool and the Omega Drivers and both of them start the computer up with 16 colors and 640x480 resolution. Any help on why these don't work is appreciated.
System:
Intel P4 2.66 Ghz
SoundMax Digital Audio
RADEON MOBILITY 9000/9100 IGP (128MB Shared memory)
1280 GB DDR SDRAM 333Mhz (One standard module and one Gigaram module)
40GB IDE 4200 RPM Harddrive
OS: Windows XP Pro SP2 (This could be a potential problem considering it isn't completely legal, but I do have a legal copy FYI)
I think that's all the important specs.
