What kind of setup your sister has? A DSL line that is shared via WLAN?

That's a DSL line.
CLick on start > click on control panel > click on internet options > click on connections tab > mark off "never dial a connection> click OK.
Or you can go into Internet options from INternet Explorer and achieve that same thing.
You may need to make sure that you have the WEP key entered properly on the connection. The default one is located on a sticker on the bottom side of the DSL modem.

Sounds to me like your Internet connection is setup so that the default connection is your dialup.
What you need to do is open up Internet Explorer, and from the top menu goto Tools, Internet Options (you can also access this by going into Control Panel, and opening up Interent Options). Then pick the "Connections" tab. Most likely in that section you will see that the "Always dial my default connection" is highlighted, and that there is a dialup listing above that. Now, there are 2 options for you to choose: 1) delete the dialup connection in the window above that, or 2) change the selection from "Always dial my default connection" to "Never dial a connection". Also of note, in that same window is a button that says "Lan Settings". Hit that, and in the next window make sure that none of the boxes are selected. Hit Apply (or ok), Apply again, then close out that window. After that you should close Internet Explorer, and then open up a new IE window, and try to connect to a website to see if that did the trick.
BTW, in Outlook Express under the account settings (Tools, Accounts) for each of your mail accounts, you will want to change the settings under the "Connection" tab. Basically, uncheck the box that overrides what connection to use.

if you don't need that dial-up connection anymore you could remove it from network connections...

Nope. Your wireless connection to a router is considered a LAN connection by Windows. By that I mean it treats the connection to the router as if it were talking through a network... which it is.. actually, since your wireless card is a network card.
Something else to try. Go through the same process to get to the "Connections" tab that I mentioned before (open IE, Tools, Internet Options, Connection tab), and this time hit the button that says, "Setup" next to the "To setup an Internet connection, hit setup". This will bring up a connection wizard. When it does, hit "Next". In this next window you should have 4 options, and you want to choose the first one that says, "Connect to the Internet", then the "Next" button. Next window choose the 2nd option, "Setup my connection manually", then the "Next" button. This time choose the 3rd option, "Connect using a broadband connection that is always on", and hit the "Next" button. This should be the last window, so hit "Finish". Close IE, then open IE, and try connecting to a site.

WTH??
Hmm.. ok.. 2 things: go into the Control Panel, and open up Network Connections. Look for the listing of your wirless network card, click once on your wirless network card to highlight it, and goto File | Properties. What do you have listed in "This connection uses the following items" window? Just for reference, there should be about at least 4: Client for Microsoft Networks, QoS Packet Scheduler, File and Printer Sharing, and Internet Protocol (TCP/IP). Are there any others listed in there? Also, in that same network card properties you should see a tab called "Autentication". Click that, and uncheck any boxes that are marked, then hit "OK".
Last thing: is Microsofts Firewall active? If so, have you tried disabling it? Since you are using a router (I assume) you don't need the MS Firewall as the router should have a hardware driven one built into it. There are 2 things to try if it is active. 1) disable it, or 2) change the connection settings that it allows/filters.
To do this go into Control Panel, and open up Windows Firewall. To disable it just put a check mark next to the box that says, "Off". Then try the web browswer again. To change the filter settings, go into the Firewall settings again, but choose the third tab, "Advanced". You should see a button near the bottom that says "Restore Defaults". Click that, and hit "Yes" to the window that pops open. Then go back to the first tab, check the box next to the "Off" listing, then hit "OK". Then try out a website.
Last thing: when you try to open a website, does it ask you about connecting? Such as a popup windows that has 2 buttons, where one says, "Connect" and the other says, "Work Offline"? If so, have you tried hitting Connect or Work Offline, and what were the results?

and with that whole question about connection and work offline the out come is pretty mutch the same nottin happens when i click work off line i cant click anything becouse im not online and when i try to click connect it said fail to connect and it gives me 2 options workoffline or try again

For TCP/IP it should only have the 2 buttons, so you're fine on that count. You might want to check the properties of the TCP/IP listing though, and make sure that both options in that window is setup to "Obtain an IP address/Obtain DNS address".
As for the Authentication tab, that's not a problem either. Because you are using a wireless card sometimes that tab will be there, sometimes it won't. It really depends on how the manufacturer has decided who to let control the connection: Windows Wireless Configuration, or it's own software.
The network monitor is a wierd one. That really isn't needed on a home PC unless you are troubleshooting the connection. Most times it's used to monitor network traffic, either gathering data to prevent trouble, or provide data on solving it. However, this is usually only used in a network that has users logging onto a server (as that data is usually forwarded to the server administrators). My advice would be to remove it. However, it may not let you, which isn't too much of a problem as I doubt that this has anything to do with your particular problem. You never know though.
4 questions for you:
1) When you go into the Network Connections of the Control Panel, how many connections are listed there, and what are they?
2) Previous to getting the router, how did you connect to the Internet? Is it a router provided to you by your internet provider? I assume you had some sort of dialup connection, but was it part of the login process of your provider such as a DSL connection, or were you using it for a regular old style dialup connection to a telephone provider? AND, which provider (I hope to hell it wasn't AOL)? Oh, and while I'm on that subject, did you have to install any software to use that provider, and if so, did you remember to remove it from Add/Remove Programs?
3) Have you ever setup, or tried to setup what's called a "Internet Connection Sharing", or "Internet Sharing" on that computer?
4) Lastly, as part of the last question, if you were using a dialup connection (by modem), had tried to use Internet Connection Sharing, and you still have that modem installed in your computer, then you need to check the network properties of that dialup connection if you still have a listing for it. Tthis should still be within the Network Connection section if you haven't deleted it yet. Check the properties of the connection just like you did with the wireless card, and you should see a tab called "Advanced". In here you will see the listing for the Windows Firewall, but you may also see one for "Internet Connection Sharing". Make sure that there are no checked boxes (do no worry if any of the boxes are greyed out), and then hit OK to exit that section. As a matter of fact, check EVERY connection for the same thing. By that I mean check the wireless network card, the dialup connection, and any others listed within Network Connections.
Now for the bad news. I'm pretty much running out of ideas that don't require you to delete every type of connection you have listed inside the Network Connections section. The reason being is that if you delete your network card listings in here you basically will have to reinstall the network drivers for them. However, this might be the only option left to you as you need to somehow override, or reset how Windows connects to the internet. Actually, come to think of it, I would delete any connections listed in there that is not related directly to your wireless network card, another network card, or if you have a firwire card in your computer, then also leave the 1394 listing. If anything says "dialup", "sharing", or what not, delete it.

Q: Do you need that dial-up connection anymore? if you don't remove it.

Actually, the last one wasn't a question, but a couple pieces of advice to follow (just realized I listed it like one though). These included how to disable Internet Connection sharing per network device, and removing the network connections that you no longer need. Sorry bout that confusion.
In any case, as temet and I have suggested, since you don't need the dialup connection anymore, get rid of it. Follow the advice in number 4 of my previous post. Essentially, delete ALL network connections EXCEPT the local lan connection, and the wireless connection. Also, since you had tried to use Internet Connection sharing, be sure to go through that post as well as I describe how to disable it.
As for them being firewalled, it's not really a problem to have them that way, but I would suggest going back to post 12 to the advice I gave on disabling Windows Firewall.
Just an odd question for you, but I just need to clear something up: are you connected to both the lan connection (the wired ethernet one), and the wireless connection at the same time? If so, you need to pick one, and stick with that as having both connected at the same time can give you issues... especially if both are connected to the router.

You need to pick. The wired connection, or the wireless. You can't have both, so whichever one you choose, disconnect the other. My advice, since you are trying to get this working the best solution is to use the wired card, and disable the wireless card (right-click the wireless network connection, and choose "disable") until you are sure you can connect to the net. After that's done, then you will unplug the wire from wired network card, and try to setup the wireless.
You mentioned about putting in IP addressess and Gateway addresses, is that the way you have your router setup? By that I mean, is the router still setup in what's called DHCP mode, where it assigns IPs to computers when they connect, or did you change it? Your best bet would be to leave the router setup for DHCP until you can get this working, and then change it later. For now, remove any IP addressess that you have assigned for both network cards.
I'm not sure if these instructions are still valid as I don't have Internet Connection Sharing installed, but give this a try anyways (just to make sure ICS is completely removed from the picture):
a. Click Start, point to Settings, and then click Control Panel.
b. Double-click Add/Remove Programs, and then click the Windows Setup tab.
c. Click Internet Tools, and then click Details.
d. Click to clear the ICS check box, and then click OK.
e. Restart the computer.
