External Monitor For Laptop

Hey there everyone!
I just bought an external monitor for my laptop, and its a dvi monitor, my laptop also has a dvi input. Good and good, the monitor works with the laptop. My problem is: Whenever i turn off the laptop, then turn it back on, (the monitor is still plugged int via DVI) only the notebook panel shows the screen, and the monitor is still in "standby" mode, and in order to enable the monitor i have to open up CCC and do the enable monitor etc... is there a way to make it so it automatically starts the computer with the monitor screen, and not the notebook panel.

Comp Specs:
ATI Mobility Radeon x700
Catalyst Drivers 6.1
20 inch wdiescreen monitor, with 1680 x 1050 resolution
Notebook panel, also has 1680x1050 resolution
