i need help, any suggestions?!

i am running windows xp professional on my shuttle sb61g2v3.0, with a p4 2.8 1 mb cache 800fsb, liteon combo drive 52x34x52, corsair xms pc3200 ram, and an ati radeon 9600xt vid card (running the most recent ati omega driver). this computer just feels bad. i would think that it would run decently smooth, but it gets slow and laggy at times and i cant even play counter-strike with stable fps. my fps ranges from 30-90's depending on in-game action but i would say that the average is about 60fps, i cant even get 100 fps when im not in-game; its about 60 and still jumps. you're going to have to excuse me, i know almost nothing about computers, but i have a suspicion that it may be that my power supply (shuttle 250watts psu) is too weak for my parts. that would be my best guess, but it could be anything i guess, cooling, video card, motherboard, etc. anyways, i need help, any suggestions would be nice. thank you for taking your time out to read this post.
