HELP!!! - New Parts = No POST!

I got some new-old parts from eBay to resurrect a machine for the sole purpose of Counter-Strike 1.6/Source. After assembly, I went for my first boot and all I got were two solid LEDs: the PW and HD.

Otherwise, no VGA output, no beep, nothing!

Devices are as follows:

ASRock 939 Dual Sata2 (AGP 8X & PCI-E)
AMD X2 3600+
ATI Radeon HD2600 XT (requires an extra power connector)
300W PSU
1GB DDR400
60GB HD
DVD Drive

Before the switch, all my parts were in perfect working condition.

At first, I thought that I had to do some jumper configuration to specify an AGP device as a primary VGA, but I later found out that was to be done later in the BIOS.

I now speculate that this may be a PSU related issue--I do not have a 4-slot/square/hole connector from my PSU to the MOBO and I don't think that some devices are getting powered. Can anyone confirm this? Similar problems out there?

Molex to 4-Pin P4 12V Cable - Sleeved [ATX12V] : Performance-PCs.com, ... sleeve it and they will come

Something of that nature (Molex to 4pin P4 12v) will fix your problem. If after you get that and you get the same problem, further troubleshooting will need to be done.

Thing is, the board being replaced (Abit NF7-S 2.0) has a 4-pin connector, and it works fine without power.

For me it looks like you would need new PSU from 450W-500W range. And it must be sertified ATX12V 2.0 standard.
