Sounds like your fsb is running at 100MHz instead of 133MHz. There should be a jumper on the board, and/or you can adjust it in the bios.

would it be because of the heatsink?
if so if i adjust the clock or fsb will it over heat? ( right now my heatsink is BARELY warm to the touch)
(even in my system roperties it says i'm running xp1500+

got nothing to do with the heatsink m8. Sometimes for whatever reason, the BIOS will default to a 100fsb rather than a 133 fsb. Just hit DELETE key as you are powering up pc to get into your BIOS (well that's how most are). Then set fsb to 133 and check that multi is whatever will give you your particular cpus speed. You said its supposed to be 1800 so 1800 divided by 133 = 13.5 Set fsb to 133 and multi to 13.5. Hit F10 or go manually to save and exit. You'll be all set

Yes, most probably. Let's calculate it, 1348*1 1/3 is ~1797 - just about right!
With older mainboards, there should be a jumper on the mainboard, but with newer ones, the FSB speed is regulated by the Bios only. Go check it out, there should be some setting in your Bios where the FSB is set at 100Mhz instead of 133MHz.

i have found that my friends have had that problem on my old (K7S5A) ECS mobo... what they had to do was go into the bios... then goto the "CPU PnP" thing (i can't remember what it is called) and then it would say 100/133... so you just have to change it to say 133/133 and your all set. Now mind you this is on a different mobo... but all of them should have that setting... its just a matter of finding it. Once you do change it and it should recognize it as a 2200+ (i think thats it right?)

What did you set your FSB/mem speed to?
And what kind of memory do you have?
Your signature says "RAMBUS 512MB DDR", but I'm sure that's incorrect.

what kind of CD/DVD rom drives do you have... and by that i mean how many. Remember it never hurts to have MORE than a 300 watt power supply (says the guy who is to procrastinative to go and buy a better one...). But either way 300-watt is really getting old. I would suggest at LEAST a 350 watt... but a 400 watt would do you better.

Your CPU should be set at 166, not 133 like everyone's been saying
But I don't think you can run your memory slower than your cpu
I think it's time for new RAM, dude
EDIT: I see you are planning a RAM upgrade But with your CPU, you should get at least pc2700
EDIT II: Err, I think your mobo is listed wrong, too. ECS doesn't seem to make a "K7T333" model

he can run it at 133... it will just have a higher multiplyer.
EDIT: But i do agree... unless your RAM is already PC2700... i suggest going with that or better. I got 512 megs of Samsung PC3200 for $69 at www.buyaib.com ... and if you already have PC2700 then change the FSB to 166

general
Yes, he can run it at 133, but it is meant to run at 166. The xp2700 is by default made for 333 FSB, why under-clock it?
. . . unless you mobo doesn't support your CPU I would check to see if it does, but I dunno what mobo you have

one, but like i said b4 i had this problem but it was a software issue,( so i think) now its running fine but when its at 133 it gets retarted ( 1 cd rom)

and did you check the multiplier in BIOS?? UWE here was having similiar problems because at 100 fsb, his multi was higher. Setting his fsb up without lowering his multi put him out of range so he HAD TO LOWER THE MULTI TOO!! Check to see that you are at 133 fsb and at a 13.5 multi!! check both.
if that is all OK, then pull one stick of mem and try with only one stick. Then try other stick and try different mem slots. could be a stick of ram going faulty on ya.
and you can't really judge temps by feelign the hsf (well a bit but not very well). Use motherboard monitor 5 (if it supports your mobo). A quick test to see if its temps though is to open up side of case and point the biggest fan you got in there on high and let it run. See what happens.

Use WCPUID to check on your speeds. It's the best tool for the job
Grab it at http://www.h-oda.com/
Also try not to use OCing utilities from within windows, try to do everything through the bios
