system does not POST

This is what's done so far. I decided to stop here to test.
Motherboard, CPU, RAM
Case, PSU
Video card (AGP)
POST Code card (no display on the motherboard)
Keyboard, monitor

After power-on:
PSU fan runs
video card fan runs
POST Code card's power LED is on
POST Code card never displays any numbers (those LEDs stay off)
CPU heat sink gets warm

In case these details matter:
I am not using the paper washers with the motherboard.
The system starts instantly after turning on the PSU's switch; I don't have to use the case's power button.

What is the next step from here?

BIOS looks dead at the very least, you weren't flashing it were you?

I don't think the PSU is dead.... things spin.....

If the POST card doesn't work its either a cheap POST card that can't boot dead motherboards, OR.... the chipset got fried from improper grounding... (its grounded to the PSU's ground though so that doesn't make sense to me)

The HSF will get warm because the CPU is just on consuming power and dissipating heat so that tells us nothing...

Are your wall sockets properly grounded? For $3 you can get a tester at Home Depot which will tell you.

might already have enough info, and that info indicates that there could be just a problem with the motherboard (damaged and bad motherboard). but rebuild and test it again... take apart every things and then replug all of them on to the motherboard without installing it in your computer case. and see?

or simply just re-seat the gfx card. i've that problem before where if the gfx card has been moved ever so slightly, the machine won't post anymore.
