graphics problem

Hi guys,
had probs recently with my pc. its been away at the fixer and came back with the display set at 16 colours and i cant change it! Tried updating graphics ect. The fixer then installed an Nvidia geforce mx400. But this still displays 16 colours and it wont let me change it.
i've tried uninstalling the driver and reinstalling and i have run the driver cleaner from this site. its still the same!! what can i do next?
Its a Pachard Bell I Connect 1485 running WdowsME

if you have never changed any hardwares on the computer from the OEM builds, then try recovering the factory installed.
otherwise try a clean Windows install, then install chipset drivers and rest of device drivers and update your Windows as much as you can.
