Serious ASIO/latency issues

I'm having pretty serious ASIO/latency issues.

For whatever reason, I cannot for the life of me get my ASIO to play at lower than 21ms without getting massive distortion in every DAW I use (Cubase SX, Cubase 5 and Ableton).

I never had an issue with this before reformatting my PC. I've done all the tweaks that had been suggested to me in regards to virtual memory and the like in WinXP.

I'm at a loss? Suggestions?

I'm about to ditch kX altogether and my trusty E-MU APS for something more reliable.

PLEASE HELP! I can't stand this anymore as I play a lot of stuff into my DAWs real-time.
