I quess every game has those features in these days, nothing big. Your computer looks more than willing to run GTA:SA I'd say.

And about your poll-options, I think gf3 will run it just fine. I had duron 1200/ati radeon 9200se(worse than gf4mx/gf2 gts/gf3/gf4/radeon 8500/etc)/384mb ram and I completed GTA:Vice City with 1024x786 with everything at medium without no problems at all. GTA:SA has the same engine just a bit improved.

It's been confirmed that the graphics will be updated? I haven't really been following the game. It's nice that they are doing it, though.

I'm most definetly sure they will update it, but the engine will be the same. Otherwise it would mean a totally new game just with the same manuscript and map layout.
Don't trust into these words too much, I'm just making ("wannabe")logical thinking.

Cool ! im just freacking out because all the other GTA games have totaly screwed on my computers ! but iam sure SA will be fine ! (because they are actuley putting some efought into it this time!)
the features of the PC SA are
50-60% higher poly models (cars,trees,buildings)
Original Texture resoloution (higher quality)
Realtime Features includeing Relections,Shadows,Lighing ect.
Pixel Shader Technology SM1.0 1.1 2.0 3.0 supported
Reworked blur system and lots more inclueding bug fixes
..........
