cs help... constant spike?

ok whenever i play a game... i get like a split-second lag spike between moves (side-to-side) or like just switching moves.. i dunno watsup but can someone help me? here is my spec:
amdxp2400@10*250=2.5ghz
1gb of ram
80gb of wd SE HDD
ati radeon 9800 128mb with 3.9 cataylst
on board sount-storm sound.
on-board lan
all updated to the latest

Here is a few things to try.

1) Log out of steam, log back in.
2) Exit steam, restart it.
3) Reinstall steam.
4) Update audio drivers.
5) Update video card drivers.
6) Update chipset drivers.
-#'s 4-6 should always be done anyways if you are a gamer.

7) Run adaware.
