POP: Sands of time Problems with EAX?

I can't seem to get EAX to come on in the option menu. i looked for the cfg file to see if they turned EAX off by defult but cant seem to fond the right file . Has anyone els had this problem. and if you know how to fix it please tell.

Funny thing i i just ran cab cleaner then driver cleaner to install the cat 3.10 "frist time useing the driver cleaner" and after i got done installing the new drivers. EAX came right on in the option menu. You think ot was the cab cleaner that fixed it?
