YES!. though they seem to be doing a good job of trying to 'fix' it. even though it is taking a very long time. i really hate infrogrammes(publisher/distributor), they pretty much destroyed this game. i think quicksilver(developer) started out with some evolutionary concepts for this genre but realisation was destroyed by multiple ownership of the game. it is like a diamond in the rough. just do not know if it is going to get polished. if you like 4x games it is worth picking up now that a patch is out & you can pick it up for $23. unfortunatley i paid $50 fot the game(1st day of release) & $20 for guide that is pretty much obselete with the changes they are/ & continue to make. gal civ is a good buy, though it is sometimes tedious in the endgame.
