1. That's Master Cheifs ident. John-117, or Spartan 117.
What's funny is that it is also one of those highly debated numbers. Some say it's a reference to the bible (which doesn't make sense to me given what John 1:17 or 11:7 say), or that it is a reference to Bungies earlier game "Marathon". What's interesting is that there is a level in "Marathon Infinity" called "Hat's off to Eight Nineteens". Divide that (819) by 7 and you get 117.
There is also a debate that 117 could be Revelations 1:17 (and I won't even begin to mention where the name John comes into play here as that is also highly debatable). Specifically, read 17 - 20.
To be honest, Bungie knows, and they ain't saying.
2. As for what planet... rumor is that it is either the Elite home world (based on the conversation between the Arbiter/Elite before the credits), or the Prophets home world (based on a back story about how the Prophets had found Forerunner artifacts on their planet, as well as the fact that their planet was destoryed).
BTW, do some digging into John the Baptist. What you will find are references to him as being a "Prophet", a "Forerunner", that Johns execution was "Arbitrary" according to Mathew, and that John was always criticizing the "Elite" members of society of that time. And let's not forget that whole thing about the "Covenant", or more to the point the old and new.
