Legacy 16to32

May I know what is Legacy 16to32 effect use for??? i've open the effect and i saw at the connector show "high & low" .. the other side is "out" .. can anyone explain to me?? thanks!!!

2 inputs of 16 bit =32 bit ..I think..not sure what it's used for though.
