exclamation Let signal pass if volume higher than X dB?

Could anyone program a tiny DSP effect to mute any signal under X dB and let it pass if it is higher than X? Sounds pretty simple, I just don't know how to program with this language. I'm trying to connect the line out signal of my TV to the PC to EQ the signal over to the amplifier. Problem is, there is a static ~-60dB noise I can't get rid of (Please don't try to come up with other workarounds if you can program the above plugin).

just use NoiseGate from ProFX
